It is better to plant in the early morning hours or late in the evening just before dark. Not only does it keep harmful sun rays away from you, it is better for the plants.
I try to plant in the evening and water it well. This gives the plant the night to overcome its shock and adapt to its new environment before the sun hits it. This is great for all plants but a must for delicate trees.

Your neighbours will think you are mad if you follow my tip for this topic. Pick a day with rainy/showery weather conditions. I agree the best time to plant is dusk or dawn but much better during wet weather! When there is a wet day or a series of wet days, put on your raincoat and make sure you start planting. I have done this for years and although you will get a bit damp, the plants thrive almost immediately due to wet soil. All I do is ignore the neighbours - it saves a bit of water too.

Very good advice -- for the same reasons, I'd also recommend making a practice of watering, even hand-watering, your garden at dusk and dark as well.

I completely agree with this. I have always found that my flowers and plants do best when I plant dusk or dawn. I have learned the hard way. Planting during sunny times will wilt your plants and flowers and you will probably loose them.
